Absolute Decree

The strongest and rarest types of Blessings that are so powerful they have their own name. Absolute Decrees -- These effects don't have an upper limit or have a no exceptions clause. For example, a Blessings of water control may give someone a better understanding or innate ability to manipulate water. However, an Absolute Decree of water control will give the user complete control over water manipulation.

An Absolute Decree may not be removed or suppressed, no expectations.

Absolute Decree's can't be copied and only one person can hold an Absolute Decree which vanishes on absolute death. Absolute Decree's that vanish have a chance to re-emerge onto someone else, but it shares the same chance of a new one being created.
