Absolute Decree

Gives Wolfen the ability to have the potential to fight equal to the highest power present. Like a bar that rises, this ability makes sure, Wolfen can rise to the fight. This bar does not ever go down. However, while the potential is there, the power may not be yet. This potential can't be limited or inhibited in anyway, outside of permanent death.
